Emcee - The NRP Public Consultation and Exhibition for Blocks 38 to 65 along Jalan Bahagia, Jalan Ma'mor, and Jalan Tenteram took place at the void deck of Block 110 Whampoa Road, bringing residents together to learn about upcoming improvements to their estate. The event was graced by Guest-of-Honour Mr Shawn Loh, Member of Parliament for Jalan Besar GRC (Whampoa), who arrived to a warm welcome. Emcee Ivan guided the programme seamlessly, introducing the Guest-of-Honour before his speech and later facilitating his engagement with residents as he viewed the NRP exhibition and participated in the fringe activities. Emcee Ivan also announced the lucky draw winners during the event, adding to the festive atmosphere while keeping the focus on the important consultation process.
The Jalan Besar Town Council arranged this event to give residents a direct and engaging platform to understand the Neighbourhood Renewal Programme, a government initiative fully funded by the Government to rejuvenate mature estates with safer, more accessible, and more enjoyable living environments. As emcee Ivan explained throughout the morning, the Town Council wanted to move beyond dry paperwork by offering live food stations, caricature drawing, balloon sculpturing, kiddie rides, batik painting, and keychain making, creating a community celebration that encouraged active participation. Emcee Ivan repeatedly emphasised that these improvements, which include a new three-generation fitness corner, a nature play garden, a sensory garden, a community plaza with pavilion, an adult fitness corner, a barrier-free access ramp, and new directional signage, can only proceed if at least 75 percent of eligible flat owners support the proposal, making every resident's voice essential.
To vote for this NRP, residents must complete the feedback form found on page 7 of the NRP booklet that had already been distributed to every household. Emcee Ivan guided attendees through the process, explaining that eligible households are Singapore citizen households, and that residents should tick "Yes" on the form to indicate their support. Emcee Ivan also informed residents that they could submit their completed forms at the event itself until 5pm, where a souvenir would be given upon submission, with one souvenir per eligible household and NRIC required for verification. For those unable to submit on the day of the event, emcee Ivan reminded everyone that two polling boxes had been set up at the noticeboards at Block 40 Jalan Bahagia and Block 58 Jalan Ma'mor, where residents could deposit their feedback forms until Tuesday, 31 March 2026, at 5pm. Emcee Ivan also noted that residents without the booklet or form could approach the Town Council registration counter for assistance, and that the exhibition would remain open for viewing until Sunday, 29 March, at 5pm.
